The short answer is yes, unless you have a contract that outlines wage increases.

I have a question for you. Why would you spend four years working for a company that would treat you like this? There has to be other jobs in your community.

As long as you are making over minimum wage, your employer is not legally obligated to increase your salary. You may want to ask your employer if they are happy with your performance but be careful of their answer. They may not be and instead of a raise, you may find yourself without a job. I am not saying that scare you. You should ask if there's a reason you have not been eligible for a salary increase over the past four years but they have just assumed you don't want one or need one. Get a list of your accomplishments ready to present to them no matter how small they are. It would be cheaper to give you a raise than hire and train a replacement so what do you have to lose by asking... um, except for your job all together???

You should take an extra job.

Of course it's legal. No employer is ever obligated to provide a raise unless it's in a contract.
