By law your car has to be road legal, which means that it has to have a working horn. Chances are the examiner won't check though.

EACH state is different, but......since my wife is a Driver Examiner in Indiana...SHE HAS NEVER REQUESTED THE HORN TEST!!

She'll check your turn signals, headlamps, reverse lights, brake lights....and you need to have "Working seat belts, AND they must be able to get in AND OUT of the vehicle on the passenger side.....My wife has labeled the vehicle unsafe due to the above, and must be repaired before she gave the exam.......

Think about it....you gotta INDICATE your Intentions, you must secure your passenger, and your passenger must be able to EXIT the vehicle SAFELY!
A horn just indicates "I'm about to hit you!" That's all it does.....

No they won't...hey could you take a test if you had the wrong lead pencil...#2, or is it #4? Try to borrow someone else's car that everything does work, and when you pass, go buy them breakfast.

blasted is a bit off base, they will check your lights, brake lights, horn, turn signals, they are not going to let you take test in a car that is not safe or legal...
