Shouldnt there be a policy that when you reach a certain level you cant lose it by asking questions?

i think the rules here is alright. losing points when asking makes it more challenging to reach certain levels. congratulations on you being level 3

I odn't think you lose the level you are at by asking questions. The only way to lose your level is if you ask outlandish questions that they have to ban from the site.

There has got to be limits.
Without them, someone with nothing better to do would spend all day asking questions like "What color is red?" or "Can I ask you something?"
