muriatic acid a.k.a. hydrochloric acid is a strong acid with a pH of 1.............. very acidic. in our experiment, it dissolved aluminum foil so it can be a reactant to metals. it's also another name for gastric juice. little bacteria surivives in this pH. i think the active ingredient is the compound itself. the reaction between Hydrogen and chlorine. i think chlorine is more active as it can also be used as a basic disinfectant in potable water.

commercial muriatic acid is diluted hydrochloric acid or HCl. that makes the active ingredient HCl and the remaining 'inert' ingredient 'H2O'. check the label to make sure what concentration (typically % weight or % volume) you are purchasing.

The ACTIVE ingrediant that kills algae is the chloride ion. The bacteria can easily withstand the acid content (the H+ ion), but the chloride ion is LETHAL to bacteria. That's why they use it, to kill the algae (and some other things also, but not you).
