Is there something that has caused the movie to be pulled from shelves or are that many people actually renting it?

To all those of you that are RUDE, go somewhere else! The movie I am talking about HAS been release, call your local blockbuster to find out, I DID, and also contacted Netflix as well. So, for your immature, unnecessary remarks, take them some where else.

probably because it just came out in theaters, give it 4 months then look again

It only came our recently if you're talking about the third one that was in August. I went online to my blockbuster account where we have movies shipped and I can save it, but it says that they do not yet know the release date to DVD.

You are talking about the foreign version of Pulse that the American version was taken from. If your area has a Hollywood Video try that, I have seen it there before.
