Please dont confuse rap with hip hop.
Hip Hop is a culture/lifestyle, inculding music, dance, way of talking, way of dressing etc.
Rap is a part of the hip hop culture.
While on hip hop music, the technically rap,
generaly the difference in music is that Hip Hop covers a wide variety, while rap is only one type.
Also usualy rap music is where they "rap" to a constant beat, meaning that the beat does not change during the course of the whole song, while in generaly in hip hop music there is a chorus where the beat changes in the song and is often more upbeat.

the same thing that makes country music country. a scene specific formula. rap music for example is lyrics that are "rapped" over a beat of some sought. rapping is different to just talking, as when you listen to someone who talks and someone who raps you can tell the difference.
