What is the tag to make my background stationary and not move up and down when I scroll. I would like the text to "float".

It is the "bgproperties that makes it fixed. You don't need CSS to make this happen. Talk about making an easy job more difficult.

This can only be done in CSS or cascading stylesheets. You have to set up the stylesheet after the tag by adding this:

In CSS you probably want
background-attachment: fixed;

To stop the image from tiling if it is smaller than the viewport you may also want to use
background-repeat: no-repeat;

You can concatenate all these into one declaration thusly:
background: fixed no-repeat;
