Yes, buoancy is determined by whether or not something is less or more dense that the liquid it is placed in. Diet Dr. Pepper is less dense than regular Dr. Pepper most likely due to the lack of sugar in the Diet Dr. Pepper.

I'm guessing that it has more to do with how much air is in the can

the cans are not packaged completely liquid full (you can tell by shaking them)

a little bit more air in one can would make a big difference

it might be a cool science project to make an actual measurment of the density of the liquid

it might be hard to do because part of the carbon dioxide which is part of the liquid in the can, degasses immediately on opening

but the degassed liquids could be easily compared for actual density differences

Apparently, the artificial sugar in diet sodas is so sweet, only a small amount of it is needed. That's why diet soda is less dense than regular soda and why it floats.
