I disagree, at least in part. "Safe" is an absolute, and that makes it virtually impossible to achieve.
"Safer" is relative, and entirely possible. If you are sitting at home, you are probably safer than someone driving 100 mph at night with their headlights turned off.
Ask anyone in the gay community, and they will tell you there is no safe sex, only safer sex.

I disagree. Complete safety is not possible, safe is. Safer implies a comparison between at least two possiblities. While it is not safe to cross a street in the midst of traffic, if one doesn't wish to be hit, the safe choice to get down the street is to stay on the sidewalk. If you are determined to get to the other side, though, you must cross. The safe choice is to do so at the crosswalk, with the green light. The safer choice is to look for a pedestrian overpass, going up over the street as opposed to through the traffic. I suppose the safest choice would be to stay home on the ranch, where there is no vehicle traffic at all. Safe doesn't necessarily imply no unpleasant consequences, it just means lowering the risk of them. Although safeness is an abstract concept, the feeling is none the less necessary for survival at levels above pure existance.

I agree and I disagree. It's true, if you're safe, you can not be safer still. Being safe means no danger. But if you're not safe, which today we're not, getting "safer" is to be seen as a comparative clause - it just means something is being done to reduce the danger.
