Ok let me cut right to the chase, Saddam was no threat to the USA in any shape, way or form. UN sanctions were working and he was contained.
The Saddam regime was not very stable but geez the man is in his 70s already. I will never understand the urgency to conquer his country.

Saddam was more of a potential threat than an actual threat, but as such he would remain a constant danger in America's strategic flank. I think the President felt it would be better to take him out when he was weak and isolated than to allow him to become strong again.

He made clear his intentions to conquer our trading partners and cut off oil supplies to the West. Oil is a resource our nation cannot survive without.
He proved his intentions by sending his tanks into Saudi Arabia and Kuwait. Some folks like to pretend it was just Kuwait but the first American troops captured by Saddam's forces were in Khafji, Saudi Arabia.
He was pretty pissed off that the US had imposed sanctions after he gassed a couple of villages to death. You can read about that in the transcript of his conversation with Ambassador Glaspie...

i dont think saddam is a threat to the United States... it is only George Bush who's making thinks worst. during the 9/11 attack, it is the al-qaeda who did that... al-qeda's leader is ossama bin laden.. bin laden is an arabian.. if bush really wants bin laden to be captured, he shouldve bombed saudi instead of iraq... why did he bombed iraq??? simple!! iraq is an easier target. he said in a press release thet iraQ has dangerous weapons. what did he do??? he instructed all his men to bomb iraq and look for saddam at all costs. why did he didnt bombed saudi??? simple!!! a huge 10%(est) of America is owned by arabians!! and if he establish a war in saudi, he feared that saudi arabia will withdraw all their assets located in the us.. what will happen next? the withdrawal of assets of saudi arabia will mean a great negative effect on us' economy. saddam is not a threat... he is a victim. saddam is weak that is why bush placed him on target.

He was a threat to the US, because he did NOT DO WHAT WE TOLD HIM. Just like Hugo Chavez and Iran. If these people dont do what we want then they are the enemy. If everyone in the Middle East did whatever they want then we would not have oil.
