Lather or foam is nothing but a large collection of small soap bubbles. A soap bubble is , in turn, a very thin film of soap solution enclosing some air. Because of the low surface tension of soap solution, the film can stretch and spread and form innumerable bubbles with a very large total surface area.
Due to this, whatever slight tint is present in the thin film of the coloured soap solution gets subdued. Although a soap film is more or less transparent, the lather or foam looks white because the light striking this large collection of bubbles gets scattered. That is the reason why all kinds of lather or foam appear white. Courtesy

The bubble bath itself doesn't contain much coloring. It is just enough to make it pretty in the bottle. Then the bubble bath is very much diluted in the bath water. Then this mixture that has very little coloring surrounds air which has no color. The bubbles you see contain only maybe one part in a million coloring and you'd never see it.

because the bubbles are made mainly of water. The bubble bath increases the surface tension of the water allowing bubbles to form.

almost right, bubbles are almost entirely made up of air so the strength of the colour is significantly reduced. Its the same with beer. The head on a Guiness looks white but its actually an extremely light brown.

Bummer. Just another freak of nature. Actually if you look very closely at bubbles, they all have a rainbow of colors!

Try using food coloring. But don't let the drops fall too quickly- they might pop 'em.
