Hold off on a new PC purchase until after New Years. The new Windows Vista comes out after christmas, and a new computer is an excellent late present to yourself.
In the meantime, do plenty of research and decide exactly what you want your computer to do for you.

Desktops - I prefer to build desktops. If you know what you're doing you can beat anyone on cost and value. It just takes time and lots of shoping around. If you find that sort of thing fun (like I do some times) go that rout.
If you just want a prefab, Circuit City carries some really nice E-Machines for around 400 to 600 bucks. That price may or may not include a monitor. Although I have never used one, my friends who do own them like them alot and they do alot of heavy audio and video editing with their computers.
Laptops - Dell, Apple, and now Toshiba are experiencing a laptop recal for batteries, so do be carefull of that. Out of all the laptops I've seen, used, and owned this year, there one that fits in the best value catigorie. The Compaq V5000 series has impressed me quite a bit, not just on price, but what you get for it. I'm realy not a big fan of what HP/Compaq has done by partitioning the hard drive and putting your restore data on a partition instead of giving you a CD or DVD-rom disk, but other than that, no complaints. 2 of my Friends own V5101us series notebooks, and they love them. They paid a little under 700 for them, so I'de say they got their money's worth.
Realy though with laptops these days, it's been my personal experience that you can rarely go wrong if you buy a laptop in the $1000 dollar range. The toshiba I bought last year (which got stolen) was an excelt notebook. And I miss it quite a bit. I bought another toshiba just last month however and took it back. I just wasn;t thrilled with it.
HP has really been on the ball this year, I'de give them a try. The dv8000 series is really good. If you get one of the 17 inch screen moddles though be warned. They're one of the coolest laptops you can buy for around 1000 bucks, but they're damn heavy, and hard to find a case for. They run windows media center, which now that I've been using it more, it's kind of a nice feature. And the remote that the laptop comes with is nice little perk. It also works on the compaqs I was talking about (he he he)
So anyways, That's my long answer to the question. There's just no symple answer to that question cause things change so much every year. E-mail me some time if you wish and I can give you more detailed advice and perhaps help you find one online that you'll like.

After reading a lot on here about the bad service that people have gotten from Dell, I would probably go with an HP. Myself, I would build, if it were a desktop. Laptops are a different animal altogether. I have 2 Toshiba laptops. Even though they are low end, they have been pretty dependable and get a lot of use in my home network. I have a older HP and it still runs well, I'm thinking of using it for a home security camera setup.

You'll Get alot of different answeres to this question. The only way to go and save money is build it yourself, or find someone that can build one for you. It will save you a bundle. Also try looking on ebay they have many great deals on the parts or whole systems. I have an Emachine, it's work great. just becareful before you buy & make sure you know what your getting. I wouldn't wait for the new windows, 10 seconds after you buy a computer they are out of date. Make sure it has enough memory to support what you going to do with it. if your not sure of the term and whats in them they are really simple. Just look it up. You'll be a pro in no time.

Well, depends on what you consider an arm and a leg. It also depends on what you want to do with it. I am a Dell proponent, mainly since I have worked with them for the past 7 years and have found them very dependable and should anything go wrong they are very quick to repair it. YOu should also consider the extended warranty whichever type you decide on.
I should also mention that HP is difficult to upgrade should you ever need to.

My HP cost less then most dells there were, I say cheaper then most because its more powerful. Dell has cheaper laptops though. Wait for a holiday sale or after Christmas sale.

hp or dell either one will be good just go for the better sale and features. paid 500 for a dell laptop and i am quite happy with it.

I think its better if you go for assembled one, because you will have the freedom of choosing the best componets.
