Governments, same as individuals try to justify their killing as the means to an end. That it had to be done to control worse caos down the road. And that taking out some one was a needed evil to proserve life down the road. If, in truth, there was only a hunch that the person lopped off even had the will or the means to do it. If anything, the government tries to hide the fact so that people will not ask too many question. Like the rethoric, "If we do not kill them over there, they will be killing us over here".

Whatever justification (or the absence of it) the government has, any killing is murder and justifications wont give life to the dead.
