Any well conditioned female egglayer will produce eggs. They are then ready when and if a male shows up to entice them to lay them to be fertilized.

If no males show up, the female will absorb them back into her own body so that no protein is wasted.

Sometimes two females will stimulate each other to lay their eggs but no ferilization will take place. If that happens, the protein is lost unless another fish comes along and eats them. Sometimes one or the other female will eat the eggs to avoid losing the protein to other fish.

It is all about not wasting the energy it takes to produce the eggs which are almost all protein.

Yes, because she is ovulating. They just arn't fertilized. It is just like humans. We release eggs every month but they do not always get fertilized.
