Jonathan Swift's "A Modest Proposal" was a satire where he proposed (satirically) that the English should eat Irish babies. Swift used it to point out how the English were abusing the Irish and what little the Irish had left. Pretty grim stuff.

Doonesbury has some almost everyday in the paper, and occasionally Wizard of OD will have great one. Most political cartoons are heavy on satire and humor aimed at some form of social change.
