I'd have to go with Carmen on this one. Sure, Dick's got the brawler's style, but Carmen is one stealthy criminal. Who else is stealthy? Ninjas. Therefore, by power of flawed logic, Carmen Sandiego is a ninja. Style wise, I think Tracy has the edge (nothing beats a yellow trenchcoat), but technology is what gives Carmen the edge. Two way radio wristwatch VS time machine. I'd say Carmen Sandiego is playing on a much higher level than our detective.

Carmen Sandiego would win because I don't think Dick Tracy ever leaves the USA, or even his city. Carmen can hang out anywhere in the world. ;)
