You might try talking to them and see if they'll make some kind of payment plan with you.

Even if you set up a payment plan with the college, you still may be locked out of your transcripts until the amount is fully paid off. (Been there, done that, thankfully I had gotten my transcripts before they locked me out.) If you need the transcripts ASAP then go with an outside loan. If you want to wait another year or so then set up a payment plan.

Pay the 1500 unless you can show them theres mistake. Or get 1500 loan to pay than you can get your transcript.

so let me get this straight... you want to know how to ignore a debt and still get what you want?
How about you put off the masters and get a job. Then after you pay off the debt then go after the Masters.
Or is integrity unimportant?

as previously mentioned, try to set up a payment plan to see if they'll remove the hold. i would also suggest, asking a professor for help, they may have a connection with that office. it worked for me once, though my debt was less.
