By putting any make-up on your eyes you are enhancing them, regardless of whether you are putting glasses on or not. Being a wearer of glasses myself, I find that if I put make-up on as I would if I were not wearing glasses...my eyes are fine when wearing the glasses and I don't risk looking overly made-up. If you are overly concerned that your glasses stand out over your eyes, then get a pair of frames that don't stand out, like styles that have partial frames around the lenses, light frames, or thin metal frames--contacts. Don't be so self-conscious. Glasses don't really hide your eyes...look at the eyes of others who wear glasses. I see their eyes just fine.

Well, the first thing is to make sure your eyebrows are waxed or plucked cleanly. This will define your eyes. Then, you want to put a base color on your lids (something light) up to your browbone. Then, put an accent color on the crease of your lid stretching out to the corners and up (This should match your lighter base color). If you blend, it will look natural and not cartoonish. Finally, finish with either eyeliner lining the entire eye or a dark complementary shadow near the lashes on the top lid and mascara (waterproof if you can to avoid smearing). The colors themselves are irrelevant--choose what goes best with your eye, skin, and hair colors.

When you wear glasses you have to use a little more than you would without it - I use darker colors and more intense colors when wearing my glasses. Contacts don't hide your eyes, so you can wear less cosmetic and still look done. I always use liner and mascara when wearing glasses, too, just to make my eyes look 'done'.
