I use Baby Oil to get my eye makeup off, Then I rewash my face with a moisturizing soap so the oil doesnt clog poors. Thats the best way I've found and the cheapest Those Makeup removers are expensive to me, especially when its almost like using baby oil. And its in a tiny bottle for 4 to 5 bucks, Baby oil is 99 cents.
I've never had a break out either, never really had zits. Just my opinion though.

I'd say Body Shop's chamomile eye makeup remover, because I just need to soak a cotton wool piece with it, then press it gently onto my eye for a few seconds, and then just wipe. No need for rubbing. There's no stinging, no burning sensation and is very gentle on the skin.
I've left it on my eyelids (i.e., I didn't wash it off after cleaning) on occasion and have found my eyelids none the worse for wear.
As a tip though: I find that eye makeup remover (whichever kind) will probably work best if your eyelid was prepped with foundation, or an eye primer (I use MAC's primer). It means the colours don't get stuck on the skin so strongly, just on the primer. This means it's easier to remove in just one go, rather than say, trying to clean the eyelid several times to get rid of the eyeliner after the eyeshadow's gone.

I've used Vaseline to remove eye makeup for almost 30 years. It removes even the toughest waterproof mascara. Just be sure to keep your eye closed so you don't get any of it in your eye and wipe away gently with Puffs tissue (they're softest). You may have to do it twice to be sure you get it all off. I've tried to use other eye makeup removers but they kind of burn - Vaseline is always gentle.

I like St. Ives Makeup Remover. It's gentle, feels fresh, doesn't overdry your skin and works great for waterproof mascara. It's also inexpensive. Good luck!
