I've seen what I was told was episode 26, which the Wikipedia page says is the number of episodes in the series. Yet there was no conclusion, and even previews at the end for the next episode. The one I watched is the one where Folken dies.

You were probably watching an edited version. In the last episode Van rebuilds Fanelia, and Hitomi returns to Earth. You can get more info about the episodes by reading episode summaries. If you have seen only 22 episodes then you have viewed the Fox kids dubbed version. (subpar)

yes it is finished. There are 26 episodes and the last episode is called Eternal Love. in the episode the war ends, allen finds his sister and Van uses the pendant to return Hitome to earth.

You have to realize that majority of anime are never resolved.
It's just how it is.
