Vampire stands for person that drinks blood, which he never did, so... forget it.

It was Stoker's mistake or 'licencia poetica', whatever.
In letters that miners from North Europe, which worked in Romania, were sending to their families they were complaining about too high taxes they have to pay to him. He was described in those letters as "so cruel that WITH THOSE TAXES, he drinks their blood". So, not literally drinking blood.

He was cruel but fair. He was great man, and Stoker and history did him wrong.
