Is there a type of radio transmission(cb or otherwise) broadcast on a p.a. or speaker or emitter system that cannot be recorded on tape?

spread spectrum radio frequencies.
also known as frequency hopping.
you can not record it unless you can match the frequency "hopping"

Nope. Recorders can capture anything the human ear can.
