Here's the deal, the reason that the fish was active after you added Decaf Coke to its water was the sugar in the beverage. There is no sugar in coffee unless you add it. Anyway, giving an animal chemicals is not only inhumane, but unhealthy for the pet. If your fish is inactive try perhaps getting a bigger tank for it to explore, acquiring shiny new fish-safe toys to put in with it and make sure that its water is at the optimum temperature and that it is not starving. Also, you didn't specify, but if the fish is getting up there in age, that also might be a factor in its lethargy.

Get your lies straight before you write them down...
Decaffinated coke has no caffein and would not make either the fish or you active. Duh!
Try doing regular (weekly) partial (25-30%) water changes. That will perk your fish up. They are probably dying because the ammonia, nitrites and nitrates are sky high (read TOXIC).

Oh man, I HOPE you are joking...
NO, it's NOT alright to pour COFFEE of ANY KIND into the fishbowl.
1) CLEAN out the fishbowl, NOW, and put fresh bottled spring water in there--NOT tap water (unless you have treated the tap water to get the chlorine out).
2) You didn't mention what kind of fish you have, but if you "google" "sluggish fish behavior", you'll see a website dedicated to goldfish and the various ills they can get. One of the symptoms of several maladies seems to be sluggish behavior.
3) Use your brain.

To make sure it's really safe, first you need to drill a hole into the top of your cranium with a 1/2 inch auger bit, about six inches deep. Then insert a funnel (an old used engine oil funnel will be fine, they're naturally sterile) and pour the liquid directly into your brain. Everybody knows that you pour BOURBON in the fish bowl if you want the goldfish to perk up. He may die, but he'll have the cutest little smile on his goldfish face that you ever saw.
