I am telling you what you could try to do. Do it at your own risk.
1) In your web browser, type in 192.168.0.1.
a. If 192.168.0.1 doesnt work, try 192.168.1.1 or 192.168.1.0.
2) Immediately, a dialog box should come up with a username/password.
3) For username, try typing in the username "user" in the box. If that doesn't work, try the name "admin" or maybe "administrator". Try searching other default netgear usernames if these don't work. If none work, then there's prob. a pass. on it.
4) If you do get into the logon Netgear page, there will likely be a section called Blocked Sites. It may also be called Blacklist, Restricted URL, or something similar.
5) When you get to the list of restricted websites, just click the ones you want to access, click delete or something, and you're done.
Again, do this at your own risk. Hopefully your dad won't get you.

If the router is a Netgear then you are blocked at that location. I am sure Dad had a good reason. So, if you want access you should approach him calmly and discuss the reason. Do not however push too hard or you may find your computer on the street.

If you want to bypass any web filter or proxy server blocking any site, you can use Opera with Tor to safely and anonymously view or download whatever you want, because it uses the Opera (Internet Suite), so its really, really fast and the Tor network leaves no trace or history.
Plus This Opera Tor Bundle can be run off any disk: USB, network drive or hard drive.
Opera Tor - Opera + Tor + Privoxy
http://letwist.net/operator
It's basicially a pre-configured bundle and loaded with Opera Browser, The Onion Router and Privoxy. Just Run: Tor, Privoxy and Opera or click on "Start" in the bundle folder and freely surf away.
You can use these sites to confirm that your orginal IP and location were hidden.

Does your computer have multiple accounts? Because then you can go on a different account that is the computer admin, and you can change it there. If the computer admin has a password, you'll have to either figure out the password, or stay really desperate. But I'm no expert, so...

Net gear is not a website. It is your (oops, I mean your dads) router. He can do with it as he sees fit.
