As per the rest it's 0.7/100, your first option.

In a division, the number to divide by is always that on the bottom of the sum.

For your reference - in a sum such as a/b=c; a is called the dividend, b the divisor and c is the quotient. Thus in your example, the dividend is 0.7, the divisor is 100 (and the quotient would be 0.007)
