A;though I don't have a velvet couch, I do have a black couch in a corduroy type material, and two long hair Persian cats. What I found works best is a damp wash cloth. Rubbing it in the same direction on the fabric will give you large damp fur balls that can be more easily removed.

You need the power of duct tape or those lint brushes made of tape. I think duct tape will be easiest and cheapest. You will probably remove a small amount of velvet fibers too, but what's worse, the fur or a little less velvet fibers. Dust though, you may have to beat it out.
You could always call in the professionals.

Try using one of the lint rollers for cleaning clothes. Mine has a roll on it that you can peel off after each use. I think it cost me about $3 at walgreens with 2 rolls of the sticky tape.

chaep way is to use duck tape . wrap backwards in a cuff and blotch over the fur and dust to pick up . keep repeating until you are done .

use a tape. be gentle with your velvet sofa. scotch tape will do. but it's gonna take quite a while

Try one of those all-rubber brushes they sell at pet stores to remove pet hair. Also, I wonder if Swifter sheets would work?

this is going to sound funny..i have 2 dogs and they sneek on my bed when im not home and get hair everywhere..the hair got into my mattress and i tried everything and nothing would work and i read in a book to get hair off of everything put dish washing gloves on and wipe the mattress so i did and the hair came off like magic....dish washing glove..big rubber gloves...
