Laser is but it takes three treatments. When it is removing the hair in the first treatment most of the other hair follicles are in the dormant part of their cycles. The first treatment destroys any hair that is on surface all the way down into the root. A month later you get another third that has started to grow and you kill it off. After another month the final hairs are out of their dormant stage and they get killed next. Now except for maybe a touchup if they missed some, all of the hair on your face has been destroyed and will never grow back. this is assuming you have light colored skin and dark hair for max effectiveness since it is the contrast that makes just the hair get cooked to death while the skin remains perfect.
Treatments are quick and use current technology not old style brute force tedious efforts.

There is no 100% effective
treatment for hair removal.
However, electrolysis
treatment to pluck out hair
from face is a time tested
affair and is still going strong.
Some specific care(post treatment)
is required, otherwise there may
be marks, left on the face.

Tweezers and hot wax will definately remove facial hair.
