Pakistan is a sovereign nation is has the national border integrity to determine who may or may not enter its country. Just as the United States of America would not allow Iran or Canada to send in military forces to search for a wanted fugitive in our country the same applies to other countries.

Each country regulates who may enter and in some cases leave their country through regulations such as passports and visas. In this situation one is speaking about the integrity of self rule and being free from the invasion of a foreign power.

This issue is currently being raised as well in the situation in Darfur. The government of Sudan is currently not interested in allowing a UN military security force into its country to react to the ongoing genocide of African Muslims by the Arab Muslim government. Without the UN force it is feared that the genocide will continue, but without the governments blessing for the UN to enter, the UN would have to take forceful action and invade; similar to the US invading Iraq when Iraq would not allow UN Weapons inspectors to search for chemical and biological weapons.

In the end, the basic concept of national security and control of ones borders is paramount. The president of Pakistan is unable to allow US forces in to Pakistan politically even if he wanted to do so because of a sympathetic plurality of the Pakistani population to the plight of Osama Bin Ladin, but more importantly because of their dislike of the United States. If it appears that the President of Pakistan is to friendly with the US, he may risk political turmoil in his country and possible overthrow; which would be even worse for US foreign policy.

Mr. Bush really is not interested in finding Bin Laden, that would eliminate the need to be in Afghanistan and the war profiteers would not make as much money. It's all about money for the rich, I don't know why that's hard to understand.

Pakistan is a soverign country. If we go in uninvited, it is an act of war. They are our allies. We have to respect them. An analogy is would you go into someone's home looking for your missing cat without asking for permission? Same concept.
