I've never heard of a jail where they just let you call prisoners and talk to them (especially on three way) whenever you want. If you really want to talk to him, why don't you call the jail and ask about visiting hours, or about his case specifics. They may be able to tell you when and how often he can receive or make phone calls or have visitors. But please, do it yourself.
