It used to require a court order, a warrant signed by a judge. That was one of out inalienable rights guaranteed by the US Constitution, the right to freedom from illegal search and seizure.
Bush doesn't like that law, he wants government and law enforcement to have more power than they should That's just one of the many reasons why George Bush is one of the worst US presidents ever.

Difficult to do for them, with a firewall. They would need manual access. So far, though they could create back doors into firewall products. If you have information you consider sensitive, on your computer, then disable all Internet activity whilst working on it. Use encryption technology to secure it on your hard drive. PGP is pretty good for this.

Yes they can. ALL communicatios are Regulated by FCC. If your computer is hooked up to the internet, they can. The only thing to keep them from doing it is to keep it offline.
