It's 18/00, which is essentially 18/100.

On a side note, paladins can't have over 18 (meaning 18/01 to 18/00), nor can any other class, except fighters.

18/00 is stronger. The old exceptional strength rule was one of the odder bits of the old AD&D rules that Baldurs Gate was based on. Fortuneately, you don't have to understand most of the rest to play the game.
