Put it in a song. Pick her favorite tune.
Have her fill-in a blank chart. Write 1-10 down the left side and across the top. When she has filled it in, she can see the patterns the answers make. Make a lot of copies of the blank chart so she can keep filling it in. Practice, practice, practice.
Keep calm. I'm sure she'll know the multiplications table before she goes to college : )

There are these really great things you can buy at some stores. I know we carry them at Tuesday Morning. It is really hard to explain, but it is kind of like a table where 1,2,3,etc is going across the top and down the side. If you want to know what 3*5 is, you follow row 3 and meet it with column 5, once you press the button that corresponds to 3*5, it shows 15. It is very low tech, but it really works!

I think the one thing that helped me out the most were flash cards. My grandmother and mother made me a set of very colorful flash cards with all of the multiplications from 1x1 to 12x12. The colors became almost like a pnuemonic. It helps a lot!

i think making flash cards and then repeating them for like 10 mins a day daily will help. thats kinda like how i learned mine.
but like for zeros just teach them the basic rule, any number times zero is zero. and then for 1s just show them that any numbers times 1 is equal to the original number. and review problems that are times zero and ones on flash cards with them. and give them prizes for getting it right.
and like for nines, do the nines trick. like if you hold ur hands out, and when u put down the finger tahts number whatever down, that will be the answer for whatever number times 9. and just yeah...
