chief of state. He was paying respect as a leader of a nation.

Commander in chief isn't right as that means he is the head of the military.

I've never seen the terms Chief Administrator or Chief Legislator before.

He made no decisions, signed no papers (administration)
He wrote no laws (legislation)
He commanded no troops, made no tactical or strategic decisions (Commander in Chief)

Chief of State is what's left.
