What is the easiest way to run a mock debate with about fifteen people?

Instead of dividing into groups, I think the topic could be more beneficial in a debate like atmosphere. It is on binge drinking.There is a total of 13-15 students, I already have the questions; I have never run or set a debate up. Any ideas?
