Not illegal, but completely and totally stupid. What is it with young kids these days? They have no concept of reality. Stay at home, stay in school, go to college. If he moves out and moves in with his 17 year old girlfriend, she'll end up pregnant, and while I won't go so far as to say their lives will be ruined, it WILL make their lives immeasurably more difficult. It's setting yourself up for failure.

it's not really illegal, it's just against the law(i'm not sure if against the law means illegal) because you two are minors and if your parents catches you your girlfriend can be sued by your parents for kidnapping or something like that and you can be sued for kidnapping your girlfriend(not exactly kidnapping but it's something else i couldn't remember but it's close to kidnapping.)
