then is there a possibility that someone with the same DNA as another person in another country looks exactly the same as that person

It is impossible to have the same DNA as another person unless you are identical twins. When they say DNA matches are 1 in a certain number, what they are referring to is the probability that two people will have a certain number of markers (alleles) in common. DNA matches in a police investigation are made by comparing certain markers on a DNA profile. The more markers they compare, the less likely there is that two people will have the same markers in common. If a DNA profile matches two people, it means that they have that many markers in common, not that their entire DNA profile is identical.

DNA tests, only tests for a little piece of the DNA, since it would take to much time to test it all. I guess they think 1 in 65 million is enough accuracy, or they could make a more thorough test.

What you kill somebody? That's like saying since possibility of you spontaneously turning into a frog can be calculated that can happen. See what 1 in 65 million comes to in percentage? It's about zero.

yes... but just because people look the same doesn't mean their genetics are the same; even identical twins have slight differences at birth that increase with each replication of their cells.

Even if two unrelated people looked exactly alike... genes that affect appearance are just the tip of the iceberg. Genetic differences include things like bone density, digestion and absorption efficiency, organ function (and failure), predisposition to cancer, blood type, vision acuity, and the list goes on. Some people have an extra kidney, or are missing one... but you wouldn't know just by looking at the person.

There is a possiblity, but highly unlikely. Consider this: sometimes twins have a different code of DNA.
