You can't anymore. The signals are all scrambled and they change the codes almost daily. You used to be able to use a box called a videocypher and then subscribe to an illegal service that would fax new codes to you when they came out but the stations starting changing codes faster than these services could keep up and the whole black market just dried up. You'll either have to bite the bullet or be happy with whatever you can get over the airwaves.

Doubful. The frequency at which cable companies operate, and even if you were set up to hack into their data and make something useful of it, is a long shot. Even if you were able to do so, , periodically they zap unauthorized receivers and fry their hardware.

Intercepting there signals is not that hard. Decoding/De-scrambling them is however a completely different story. They will eventually "zap" you.
