No it applies to all speakers. I do believe that if you want to live here you should learn our language.

The United States of America's First Amendment applies to anyone who chooses to speak or publish in English or any other language. Of course, this protection applies only within the USA as we saw during Venezuelan President Hugo Chavez's United Nations speech in which Chavez called President George Bush the devil. Soon after, Iowa Senator Tom Harkin, a democrat, defended Chavez. Chavez spoke Spanish or something like it while Harkin spoke English. In both instances, neither said anything of substance - just wind.

Dont know. Our freedoms are being taken away daily by Bush. Do we still have freedom of speech? I mean, if you say the wrong thing you wind up in a gestapo style secret prison getting tortured, or perhaps disappear in some jail without legal counsel for years. The best person to ask is the NSA guy spying on this question and answer board. Hey buddy, what do you think?

It would apply to speech within the United States, since the constition doesn't address the matter of language, only the content. Laws which limit freedom of speech would apply to it, though, regardless of how many people who heard understood what was said.

It applies to all people, all the time. Illegals, legal residents, foreigners, Americans. Period.
now what should happen is when lawbreakers exercise their free speech and show themselves to be law breakers (illegals) they should be deported.
The freedom to speak shouldn't protect you from deportation.

Yes, because the constitution should only protect its own citizens.......and one should not be a citizen unless they can speak English.
