In addition to all the suggestions given thus far, have you just simply talked to your neighbor about the noise? So many people today are quick to call the police or landlord first without having just talked to the person with whom they're having a problem. The neighbor may be unaware of how disturbing her moving around is.

Find out if your building has rules and regulations for tenants regarding noise. It may be in your lease. 8 p.m. may be too early to have neighbors shut down. I have seen 10 p.m. as the latest. Also, certain city ordinances have noise clauses, but they usually specify midnight or 2 a.m. and these may not work for you.
