in the uk i believe it is traditional for women to ask men to marry them on the 29th of february. it is usually the custom for men to ask women, of course.

someone tell the person who answered before me about leap years!

in England traditionally, a women can only propose to a man on thee 29th of Feb, but times have changed and this has gone out of fashion, either partner can ask the other now

Nope just remember back in school there were two teachers whose birthdays were feb. 29.

Are they not teaching the children nowadays a thing called a leap year? Where do these people live who do not know this?

nope might be because feb only has 28 days
