So if Harper owes an apology to Arar for something that happened under Liberal rule, then I guess if anything good happened under Liberal rule, Harper gets full credit?

Oh, wait... Nothing good happened under Liberal rule.

He's admitted that a "tremendous injustice" has been done to Arar, and he's promised a swift implementation of the recommendations in the public inquiry report. The Canadian commission cleared his name and is appealing to the US government for a clear and an apology. It's up to the US government now.

But yes, I think a formal apology would be in order.

As Prime-Minister he should offer Maher Arar an apology on behalf of the Canadian government. As leader of the Conservative party he should apologise for the statements made by Stockwell Day when they were in opposition. Mr Day had falsely said that Mr Arar was a terrorist.
As far as taking responsibility for the actions of the previous government, that goes with the territory of being in power. Mr Harper did say he wanted to be PM, didn't he? If he can't handle all that that implies maybe he should resign.
