It's the intensity of the music, or really (but sort of less accurately) the volume. If you see:
"pp" - pianissimo - very quiet
"p" - piano - quiet
"mp" - mezzo piano - somewhat quiet
"mf" - mezzo forte - somewhat loud
"f" - forte - loud
"ff" - fortissimo - very loud
