In Venezuela before he was elected, he pandered to the poor people with all sorts of promises, once he was elected. Now that Hugo has a big piggy bank to carry around with him, he uses the same tactics where ever he goes.
Being the sleazy little puke that he is, he thinks he can buy lotsa friendships with Venezuela money. The first problem I see with that is that he is probably pissing off a whole bunch of Venezuelans by giving away their money.
Don't believe everything Ducky says. He didn't fulfill the last promise he made to the poor and homeless of America, but it made for good press. It wasn't too long ago that he threatened to stop selling oil to Citgo, yet I haven't seen any Citgo's run out of fuel. He's always threatening to stop selling oil to the US. Frankly, I'd like to see the US shut off his sorry @ss.

The rumor I heard was he offered to give money away in Harlem...the problem I have with that is that it is self-serving. If those people are bought off by whatever little contribution he makes to them, they can be bought by anyone. I would hate to think so little of my fellow Americans.
