There appears to be a fixed charge of $8. If so then this fixed charge needs to be deducted from the total amount to be spent. The result/difference is then divided by the charge per hour of $3. That is:

(25-8)/3 = 5 1/3

However, the answer is 5 hrs since the next 1/3 of an hour would cost $3, bringing the total cost to greater than $25.

Proof: $8 + ($3x 5hrs) = $8 + $15
= $23

If another hour($3) is added to this $23 then the result would be greater than $25.

Hope this helps. Good luck.

Iwould take my $25 and first subtract the initial $8. This leaves me with $17. Then I would divide 17 by 3 which give me 5 with a remainder of $2
So if my first $8 gets me an hour, I would get an additional 5 hours for a total of 6 hours.
Now if the first $8 didn't include the first hour, I would get 5 hours on the canoe and have $2 to buy a soda.

$25 minus $8 divided by $3...should give you five hours with one canoe...and change!
