This actually got started because back before we became a 24 hour society, the only stores open early in the morning were places that sold donuts. Plus, early in the morning, coffee helps you stay awake (the sugar rush helps too).
Besides, donuts are GOOD.

Donut shops usually give free coffee & donuts to cops so they have police protection for free. Some restaurants do this too, I used to work in a restaurant called The White Coffee Pot in Hagerstown Maryland and we always gave free coffee & pie to cops (or a donut if they preferred)

Art imitates Life - - - cops do eat donuts and yes they drink coffee - - - even Mormon cops drink coffee but it best be decaf or their Bishop will give them Heck - - - - Serpico had several scenes wherein cops ate things besides donuts as did 'Freebie and The Bean.' In between chasing criminals there is not much for cops to do, especially on stake out but to eat and donuts are often a delightful snack.

Because donut shops give out free coffee and donuts to police so that they protect the donut shops. Convenience stores do the same thing now.

it somewhat is a pat generalization. they are human being human beings, like anybody else. some are going to love the espresso/ donut mixture, at the same time as others can not stand it. some can not or received't drink espresso, others received't have a element to do with donuts of any variety. they are human beings, completely human being human beings!
