In DNA replication, it is a short sequence of RNA that temporarily binds to the original DNA strand to be copied. It is called a primer, because it provides a surface for the enzyme DNA polymerase to bind and make DNA. In the polymerase chain reaction (PCR) or in DNA sequencing, a primer is a short stretch of DNA that binds to a known sequence to once again provide a surface for DNA polymerase to bind and make a copy of the original DNA.
