The value definitely goes up. The taxes will go up if the house is appraised again. The utility bills probably go down unless they add extra square footage to the house. In general when they do the makeover they do things to help not hurt the house's energy efficiency...
1) Better insulation and/or roofing to lessen heating and cooling costs
2) A new HVAC system that is more energy efficient
3) New appliances that are more energy efficient
Most new appliances are definitely more energy efficient than the ones they replaced.. I mean, don't you think a 10yr old fridge/dishwasher/washing machine is going to waste more energy that the new "energy saver" ones that they always put in.
Technology has made things more efficient and "green- friendly" not less

The taxes only go up if the value of the neighborhood as a whole goes up, for the most part and especially in more populated areas. But yes, the lights and utilities do go up. That is why a lot of times the people that get the makeovers get their utilities paid for a year or more.

Have you seen some of the neighborhoods they build in. Yeah the property value is gonna skyrocket. You will notice that the contractors usually give them a large sum of money. That is for upkeep and power bills. You would be suprised to know that their power bills are, probably, not as bad as you would think with the Technology going into the building. Yeah the property tax is gonna be a killer!!

Of course, and after the lights and cameras are gone the neighbors will hate you because you make their houses look bad. To counter this put a couple of old broken down cars on blocks in the front yard and throw some trash around and don't cut the grass, then they will talk about what bad neighbors you are and not be as jealous.
