The South is mainly agricultural, while the North is industrial. The South doesn't have the means to produce weapons at the rate of the North.

The south has N.A.S.A including mission control but I believe most of the current troupes are stationed in the north that raises another question which side would they choose. I don't know and it is hurting my brain to think about it.
