I think it was the Sudan. The president of Sudan offered bin Laden to the US for the bombings of the USS Cole and others. Clinton chose not to extradite him because of a lack of evidence. Or so he says. I think he didn't realize the threat his organization presented. Also, I don't think he wanted to anger the Saudis and other Arab nations. So he just decided to launch some cruise missiles to send a message.
Yemen may have also I don't recall though.

Because he was not a 'criminal' so there were no 'criminal' charges on which to legally hold him.
Of course, no terrorist is a 'criminal' until he blows himself up along with a bunch of bystanders.
It's time for us to recognize what these terrorists really are and exterminate them with extreme prejudice.
Clinton and the Democrats had the brilliant idea that the best way to protect terrorists from wholesale extermination is to make them a 'criminal' matter, which is exactly what Bin Laden said he wanted. That way, according to bin Laden, they would cost the American taxpayers bundles to drag them through the court system.
So, Clinton put the Blind Sheikh behind bars after a costly trial - and the fellow continued directing terrorist operations from his jail cell using his attorney as a courier.

the event in question, is MAYBE unfair.....
Mr. C. had a great opportunity ONLY IF he was willing to take a bunch of civilian casualties. bin laden was hiding in an encampment among a bunch of either refugees or nomads. Mr. C. did the right thing by NOT pulling the trigger. the U.S.A. are not savages. if they were, the current death tolls in BOTH Iraq and Afganistan would be WAAAYYYY higher.

Ask Bill Clinton. Chris Wallace asked him that just recently and Bill got pretty angry and defensive and, naturally, called it a conservative attack. I think it's good that he's upset over it. Shows he really is human and feels badly that he didn't do something then and 9/11 happened. His inaction played a role in 9/11. He knows it and feels guilty. That's a good thing.
