I was thinking it is A, but my friend says it is B. We to find who is right.

You're right. Count the electrons; A has 16, and B has 14. C (4) + N (5) + O (6) + 1 extra is 16. C has too many electrons on the N, and D has too many electrons on the O.

You have to produce octets, which means they need a total of 8 dots around them (electrons) and one little "-" is equal to 2. So if you count the ones on b the carbon and oxygen don't have an octect because they only have 6 dots (electrons). c has way to many bonds on the nitrogen and d has to many on the oxygen so a is correct.
